The Town and Village of Elba are preparing a
Joint Comprehensive Plan, which will help
guide decisions about land use, housing,
infrastructure, recreation, public services,
and the overall character of the community
for the next 10-20 years.
To make sure the plan truly reflects
community priorities, we need to hear
directly from residents. Your input will help
identify needs, highlight opportunities, and
guide investments that support a strong,
connected, and vibrant Elba. Whether you’ve
lived here for generations or are new to the
community, your feedback is important.
Please complete the online community
survey. It has 28 questions and will take about
9-12 minutes to complete.

All survey responses are anonymous. You can
feel comfortable giving honest answers to all
questions, knowing that you will have
complete confidentiality. The surveys will be
open until February 28, 2026.
